Mr. Giridhar Aramane brings over three decades of distinguished experience in public administration, infrastructure development and policy formulation to the Board of the Investment Manager. A retired Indian Administrative Service (IAS) officer, he has held several key leadership positions in the Government of India, including serving as the Defence Secretary, Ministry of Defence and Secretary, Ministry of Road Transport and Highways.

An accomplished academic, Mr. Aramane holds a Bachelor’s degree in Civil Engineering from Jawaharlal Nehru Technological University, Hyderabad, a Master’s degree in Civil Engineering from the Indian Institute of Technology (IIT) Madras and a Master’s degree in Economics from Kakatiya University, Warangal. His unique blend of technical expertise, economic insight, and administrative leadership, gained over a career spanning more than 34 years, provides valuable strategic guidance and governance oversight to the Investment Manager.

Mr. N.R.V.V.M.K. Rajendra Kumar is a seasoned professional with extensive experience in financial management, asset monetisation and public policy. With a career spanning over 29 years, he has deep expertise in managing complex financial and infrastructure related projects, contributing significantly to strategic decision making and institutional governance. He is serving as Member Finance, NHAI and has been associated with NHAI sponsored infrastructure platforms, including serving as a Nominee Director on the Board of National Highways Infra Investment Managers Private Limited, NHIT Western Projects Private Limited, DME Development Limited and Indian Highways Management Company Limited.

He holds a Doctorate in Economics from the University of Hyderabad and a Master’s degree in Public Management from the Harvard Kennedy School and the Lee Kuan Yew School of Public Policy. His strong academic foundation, coupled with his extensive professional experience, enables him to bring valuable insights into financial planning, management, and policy implementation.

Mr. Dip Kishore Sen is a highly accomplished infrastructure professional with more than 33 years of experience in the development and execution of large-scale infrastructure projects. He has had a distinguished career with Larsen & Tourbo Limited (L&T) and held several senior leadership positions including Whole-time Director and Senior Executive Vice President (Development Projects), overseeing the development and delivery of major infrastructure initiatives.

Mr. Sen holds a Bachelor’s degree in Civil Engineering from the Indian Institute of Technology (IIT) Kharagpur and a Post Graduate Diploma in Business Management from XLRI, Jamshedpur. With his strong technical background, business acumen and deep understanding of the infrastructure sector, Mr. Sen provides valuable strategic guidance and independent oversight to the Board, supporting the Investment Manager’s long-term growth and governance objectives.

Ms. Annie George Mathew brings more than 33 years of distinguished experience in public finance, government accounting and financial management to the Board of the Investment Manager. A retired officer of the Indian Audit and Accounts Service (IA&AS), she has held several senior leadership positions within the Government of India and has made significant contributions to the formulation and oversight of public financial policies and expenditure management.

She holds Bachelors’ and Masters’ degrees in Botany and has leveraged her analytical and administrative acumen throughout an accomplished career in public service. Prior to her retirement, she served as the Special Secretary in the Department of Expenditure, Government of India. And also Government of India’s nominee on the Board of Indian Overseas Bank, contributing her expertise in governance, risk management, and financial stewardship. She brings her valuable independent oversight and strategic guidance to the Board, reinforcing the Investment Manager’s commitment to transparency, accountability and sound governance practices.

Mr. Himanshu Gulliani serves as a Nominee Director of the National Bank for Financing Infrastructure and Development (NaBFID) on the Board of the Investment Manager. He currently holds the position of Executive Vice President – Corporate Strategy, Partnerships and Ecosystem Development at NaBFID. With over 22 years of experience across banking, infrastructure finance, investment banking, corporate strategy and ESG risk management, he has worked with leading financial institutions including IndusInd Bank, ICICI Bank, Macquarie Bank, Axis Bank, and Société Générale.

Mr. Gulliani holds a Bachelor’s degree in Business Economics from the University of Delhi, a Post Graduate Diploma from FORE School of Management, New Delhi and Post Graduate Programme in Management from the Indian School of Business, Hyderabad. He is also a Chartered Alternative Investment Analyst (CAIA) charter holder and currently serves as the India Chapter Head of the CAIA Institute. His deep expertise in evaluating and financing infrastructure assets, combined with his leadership experience with leading financial institutions, strengthens the Board’s capabilities in investment oversight, risk management, strategic planning and longterm value creation

Mr. Virender Sambyal is a seasoned infrastructure leader with more than 37 years of experience in the development, execution, and management of large-scale infrastructure projects. He has distinguished career spanning approximately 23 years with the National Highways Authority of India (NHAI) and served in key leadership capacities, including Regional Officer and Project Director, directing the development and delivery of major national highway corridors. He has wide experience in Project Planning, Monitoring, Contract Administration, Procurement of Contracts, Land Acquisition frameworks, liaisoning with Stakeholders including Government Agencies, Office Administration etc.

Mr. Sambyal holds a Bachelor’s degree in Civil Engineering from Delhi College of Engineering (DCE), University of Delhi and a Post Graduate in Building Engineering and Management from School of Planning & Architecture (SPA), Delhi. His strong technical background and deep understanding of the Highway sector, enables him to bring valuable insights to meet Operations & Maintenance (O&M) standards.
